Alolan Raichu is an Electric and Psychic type Pokémon. Unfortunately, Alolan Raichu is not a powerful raid attacker in either category. As a Psychic-type, Alolan Raichu is not even worth considering since it only has Psychic for Psychic-type attacks.
As an Electric-type, Alolan Raichu is still not very good but at least usable in the absence of better alternatives. Using Thunder Shock and Wild Charge, Alolan Raichu can be used against Flying and Water types.

🔵 Great League

Alolan Raichu is not a good Pokémon for the Open Great League meta. However, it can find a place in certain limited metas. Typically, no matter the format, you will want Volt Switch as the fast attack of choice, as it's a very strong attack in terms of damage and energy generation.

For charged attacks, Volt Tackle is arguably the best right now as it is a nice middle ground between Wild Charge's damage and Thunder Punch's spammability. As for Psychic-type moves, Psyshock is your only good option.

🟡 Ultra League

Alolan Raichu has a max CP of 2585, while the Ultra League has a CP cap of 2500. Needless to say, Alolan Raichu requires a lot of XL Candies and Stardust to be viable. Unfortunately, the investment is not worth it.

You might expect an Electric-type Pokémon like Alolan Raichu to perform well in a Water-dominated meta, but most meta Water-types can defeat Alolan Raichu due to better stats and more competitive movepools. As such, Alolan Raichu is not recommended for the Ultra League.
