Mega Rayquaza is the epitome of power in Pokémon GO, shelling out the highest damage output in the game. Aside from being the overall best Dragon-type attacker and the best Flying-type attacker, its neutral damage is off the charts as it often surpasses super-effective damage by other Pokémon, especially in windy weather.
The combination of high offenses and access to its signature Dragon Ascent (necessary for Mega Evolution, along with Meteorite) help Mega Rayquaza overtake every known Pokémon, be it other Mega Evolutions, Primals, Shadows, or even unreleased species. Even in the off chance that some Pokémon crosses Mega Rayquaza in power, it will always remain competitive with them.
Here's how Mega Rayquaza fares in both its types and on a general basis with other Pokémon:
🐲 Dragon type
With the Flying-type move Dragon Ascent a necessity to Mega Evolve Rayquaza, you'll need a second Charged Attack to use it as a Dragon type.
While that's worth all the Stardust and Candy spent, it should be noted that when considering purely the Dragon typing, Eternatus deals higher damage than Mega Rayquaza due to the former’s Dynamax Cannon being more powerful than any Dragon-type move Mega Rayquaza can learn, be its current pool of Breaking Swipe and Outrage, or other moves from the main series games such as Draco Meteor or Dragon Claw. For context, a level 48 Eternatus is stronger than a level 50 Mega Rayquaza.
Yes, Dragon Ascent Mega Rayquaza is stronger than Eternatus but against Dragons, you're going to want to use a Dragon-type Charged Attack alongside Dragon Tail, and that's where Eternatus leads Mega Rayquaza.
Still, with Eternatus’ ridiculous power-up costs and limited availability, Mega Rayquaza is the go-to Dragon-type attacker for players. Moreover, Mega Rayquaza provides its Mega damage boost to other Dragon Pokémon in the Raid, something Eternatus can't do in these battles.
Coming to other premier Dragons, there are situations where Mega Rayquaza can be overshadowed.
👉 Against Dragon Raid Bosses that are double-weak to Ice-type attacks, White and Black Kyurem outperform Mega Rayquaza. Still, Mega Rayquaza inflicts more damage than other Ice types (even outperforming strong contenders like Shadow Mamoswine). Ice Burn and Freeze Shock are just so good, and help the Kyurem fusions overtake Mega Rayquaza.
👉 If the Dragon Raid Boss uses a Rock or Electric type move, Breaking Swipe Mega Garchomp edges out Mega Rayquaza as the former resists these attacks. Remember that Mega Rayquaza is weak to Rock-type attacks due to its Flying subtyping.
Ultimately, Mega Rayquaza is definitely the best Dragon Pokémon on an overall standing, with other Dragons surging in utility in some niche situations.
🪽 Flying type
While Mega Rayquaza has some competition in the Dragon typing, it remains completely unchallenged by any other Pokémon in the Flying-type department. In fact, the second-best in this meta is Rayquaza with Dragon Ascent, and the difference between their DPS values is considerable.
When battling Bug, Fighting, and Grass type Raid Bosses, unless the said Pokémon has a double weakness to, say, Ice, Mega Rayquaza is the undisputed counter, taking out huge chunks of HP with Dragon Ascent. As it's a 2-bar Charged Attack, Mega Rayquaza is less likely to waste acquired energy, establishing it as an efficient attacker. The only catch is that dodging with Dragon Ascent is difficult due to its high cooldown. Still, the damage dealt makes up for it.

Speaking of Dragon Ascent, this is the very move responsible for Mega Rayquaza’s dominance, naturally backed by its huge attacking power.
Mega Rayquaza is trailed by Crush Grip Shadow Regigigas in neutral DPS and the powerhouse Mega Mewtwo Y also can't surpass the Legendary Dragon/Flying Pokémon’s raw power. It also does more damage than Primal Groudon and Primal Kyogre, even when they are weather-boosted. Also, if you are looking to beat high tier Raid Bosses in challenging situations, such as attempting a solo or having less trainers around, Mega Rayquaza should have a guaranteed slot in your Raid team.

Mega Rayquaza is a must-have in Pokémon GO and will continue to be among the top overall attackers, and also excel as a Dragon and Flying type. It is also relatively easier to power up than Eternatus, making it an asset for players both old and new.
Whether it's using Elite TMs, a Bottle Cap, or investing Stardust, Mega Rayquaza is inherently one of the best in every regard.

Mega and Primal Catch Bonus –While a Pokémon is Mega-Evolved, additional XP and Candy is granted when catching a Pokémon that shares a type with it, or for any raid boss caught. These do not stack with each other. Additionally, High and Max Level Mega-Evolved Pokémon grant an increased chance to obtain Candy XL when catching a Pokémon that shares a type with it.
