Typically when trainers think of Pokémon that tend to dominate as raid attackers, two different types of Pokémon come to mind: Legendaries and Mega Pokémon. And then we have Primal Kyogre, who's both! With that being said, Primal Kyogre being a fantastic Water-type raid attacker should be a no-brainer, right? Well, yes, actually. But why is that the case? To find out, we have to look at a few factors, starting off with:
Stats: Primal Kyogre doesn't just have high stats for a Water-type but some of the highest stats in general. To start off with what's most relevant for a raid attacker, the Attack stat. Primal Kyogre can achieve a max of 353. To put that into context, from among over 1000 Pokémon available in GO, only about 30-40 of them reach an Attack stat of at or above 300, and then we have Primal Kyogre, which has an Attack stat closer to 400 than 300!
This isn't to say Primal Kyogre is a slouch when it comes to the other stats either. It is among the top Pokémon when it comes to Defense as well, definitely being one of the highest in terms of Water-types, only being behind Toxapex for now. The only category where there are multiple Water-type Pokémon that outclass Kyogre is in HP, but even then, with its high Defense and respectable HP, Primal Kyogre is definitely not frail, and most of those high HP Pokémon have pretty low Attack stats in exchange for their high HP. And Attack is far more important than HP in raids typically.
Moveset: For Fast Attacks, Primal Kyogre has Waterfall. A high damage-dealing Water-type attack with a whopping 13 Points in damage. But Waterfall isn't some unique move and other strong Water-types also have access to it. Instead, what makes Primal Kyogre truly special is Origin Pulse. A Charged Attack truly unique to Primal Kyogre with 120 Power and a 100 Energy requirement.
At first, this might not seem special as there's Hydro Pump and Techno Blast, which have similar or higher power to Origin Pulse with a similar energy requirement. However, the thing is, factors such as how long the animation plays have an important role in raids. These factors ensure Origin Pulse has a Damage Per Second (DPS) of 80 points, which is far higher than its competition.
Overall: Primal Kyogre is one of those few rare Pokémon that have it all. Its biggest competitor in terms of DPS is its own Shadow form, which has a DPS of around 27 to Primal Kyogre's above 30. And even in terms of Total Damage Output, no other Water-type Pokémon even provides a competition. As such, Primal Kyogre is likely to still be the best Water-type raid attacker for a long time going forward.

However, these bonuses do not stack if there are multiple Mega-Evolved Pokémon battling simultaneously; only the higher boost will be applied.
Mega and Primal Catch Bonus –While a Pokémon is Mega-Evolved, additional XP and Candy is granted when catching a Pokémon that shares a type with it, or for any raid boss caught. These do not stack with each other. Additionally, High and Max Level Mega-Evolved Pokémon grant an increased chance to obtain Candy XL when catching a Pokémon that shares a type with it.
