Outrage
Shadow Kingdra has mediocre stats but a good moveset in both its Water and Dragon types. While it is undoubtedly outclassed by a large number of Pokémon in both departments, it can be used in low tier Raids to success. It's not a great Gym defender with the only talking points being that it's a Dragon not weak to Ice-type attacks. Still, its bulk leaves a lot to be desired.

🔵 Great League
Shadow Kingdra is a neat part of the Great League meta, backed with attacks that boast both spamminess and nuke potential. It packs a host of impressive wins such as Shadow and regular Empoleon, Shadow and regular Sealeo, Galarian Corsola, Shadow Feraligatr, and Jellicent. On the flip side, it loses some core wins that regular Kingdra achieves, including Clodsire, Sableye, Gastrodon, Furret, and Charjabug.
In a nutshell, both are sidegrades of each other, and it should be noted that you have stronger options in both the Water and Dragon types.
🟡 Ultra League
As a Water/Dragon type, Shadow Kingdra heavily resists Fire and Water, and also Steel... all prominent types in PvP. This trait shines bright in the Ultra League (adding the attacks perks), establishing Shadow Kingdra as a powerful threat in this format.
It beats large section of the meta, taking out opponents like Lapras, Shadow Walrein, Guzzlord, Giratina Altered, Gastrodon, Shadow Empoleon, Cradily, Blastoise, Galarian Moltres, Armored Mewtwo, Virizion, Malamar, and Ludicolo.
Regular Kingdra is slightly better when shields are available, beating the likes of Annihilape, Lickilicky, Shadow Dusknoir, Shadow Feraligatr, Primeape, Trevenant, Empoleon, and Stunfisk (whilst losing Cradily, Shadow Empoleon, Armored Mewtwo, Galarian Moltres, and Virizion).
While the gap between the two variants is not too different in the shielded scenarios, when it's (0-0), Shadow Kingdra is outright superior, eliminating Annihilape, Bellibolt, Armored Mewtwo, Shadow Scizor, Shadow Dusknoir, Cradily, Drifblim, Tentacruel, Lapras, Shadow Walrein.
So given a choice between the regular and Shadow versions, opt for Shadow Kingdra. 👍
🟣 Master League
In a meta dominated by Legendary and Pseudo Legendary Dragons, and other powerful titans, Shadow Kingdra doesn't work out in the Master League at all. The only Pokémon it reliably beats is Kyogre, but that isn't enough to give it a place in your Master League team, right? Use Shadow Kingdra only for the Ultra League.
