Indeed, Tatsugiri is a Dragon/Water-type Pokémon with a decent ATK stat and low bulk. It lacks a Dragon-type Fast Move and even though it has Outrage, Tatsugiri can't compete with the various Pseudo Legendary draconics, let alone the Legendary titans in the game.
As a Water type, even Gyarados and Golisopod are better in this role, leaving Tatsugiri underwhelming for PvE.
It has three forms — Curly, Droopy, and Stretchy (all have the same stats), each distributed in different parts of the world. So, Tatsugiri at least has value as a collectible. 🙂
