Hitmonlee has a decent ATK stat of 224, and thanks to the 20% boost to its offense via the Shadow buff, it is at least viable now. However, the Fighting-type meta is full of powerhouses with high ATK, and Shadow Hitmonlee’s damage output in Raids is very similar to regular Hariyama and a little ahead of Galarian Zapdos. For a more tangible comparison, Shadow Hitmonlee trails regular Machamp by 3.63% in damage figures. This makes it suitable for Tier 1 and even Tier 3 Raids, but for the most challenging battles, you should give your Raid team slots to stronger Fighting types.
As for Gym defense, Shadow Hitmonlee is quite frail, and is an easy target.

With Shadow Hitmonlee's stats heavily inclined towards ATK, it turns out to be seriously fragile in the Great League. It does grab a few wins such as the Shadow and regular versions of Empoleon and Feraligatr, Seaking, and Shadow Forretress, but its loss column is more well-defined. Moreover, other Fighting types like Shadow Machamp, Shadow Primeape, and Shadow Annihilape are straight out better.
🟡 Ultra League
Frail and inferior to other Fighting types like Shadow Machamp, Shadow Primeape, and Shadow Annihilape, Shadow Hitmonlee is unable to handle the power levels of the Ultra League. It literally gets a handful of wins and it also lacks a good set of attacks to make its mark in the League's faceoffs. When you can't even beat Pokémon a Fighting type is supposed to beat: Steelix, Empoleon, Walrein, and even the glassy Greninja, you know you can't count on Shadow Hitmonlee for the GO Battle League.
