Upper Hand
The Dragon/Fighting Kommo-o neither has a strong moveset nor high offensive stats to perform in PvE.
However, there’s scope. It has signature moves like Clanging Scales and Clangorous Soul that may push Kommo-o into the PvE scene if implemented well. It even has a signature Z-Move, Clangorous Soulblaze (if they're ever introduced in Pokémon GO). 💯
That’s not all, as the move Body Press considers the user’s DEF stat for damage, and Kommo-o’s DEF stat is a respectable 240. 👀 However, it needs a Fighting-type Fast Move to matter in this meta. 🥊
Lots of future potential, but not PvE viable at this time. 🥲

If you’re looking for non-Legendary Dragons for PvE, Dragonite, Salamence, Garchomp, Hydreigon, Dragapult, and Baxcalibur are all better than Kommo-o as Raid counters. 🐲 And it’s not even in Fighting-type consideration. 🤭

Thanks to the offensive perks of Dragon and Fighting STAB, as well as well-rounded stats, Kommo-o holds the distinction of being among the few Pokémon viable in all three PvP Leagues. 😎
It's not a top-tier choice and melts to Fairy-type attacks, but still serviceable overall. 👍
🔵 Great League
Great offensive coverage, shield pressure, Fast move pressure, and a nuke Charged move—Kommo-o ticks all these parameters and is a decent Pokémon in the Great League. ✅
🟡 Ultra League
Kommo-o is a huge threat in the Ultra League, using its excellent moveset to punish opponents. It's one of the few Dragons that can beat Steel types thanks to the OP Close Combat, and that is a crucial factor to its success. Its moveset makes it quite flexible, so it all boils down to switching out or in properly. 😁
An unpredictable Pokémon that can eliminate unprepared opponents in a jiffy, Kommo-o can be really valuable in the right hands. 👏
🟣 Master League
Let’s get this straight: Close Combat can wreck Steel types, and if you’re able to pull that off in a Master League battle, Kommo-o is a match winner. 🏆
While it still does well otherwise, especially against Rhyperior, Kyogre, Yveltal, and Mud Shot Garchomp, the Dragon & Fighting offensive hits are even better performed by Dragonite, a far superior Pokémon in this format. To make the best use of Kommo-o, try using it as a closer to annihilate the opposition with Close Combat. It’s your best bet! 🙌

Mega and Primal Raid Bonus –Mega Pokémon boost the attack power of all other Pokémon when battling in Raid Battles by 10%. Attacks that share their type with the Mega Pokémon's type(s) receive a 30% boost. However, these bonuses do not stack if there are multiple Mega-Evolved Pokémon battling simultaneously; only the higher boost will be applied.
Mega and Primal Catch Bonus –While a Pokémon is Mega-Evolved, additional XP and Candy is granted when catching a Pokémon that shares a type with it, or for any raid boss caught. These do not stack with each other. Additionally, High and Max Level Mega-Evolved Pokémon grant an increased chance to obtain Candy XL when catching a Pokémon that shares a type with it.
Note on Primal Kyogre, Primal Groudon, and Mega Rayquaza- Primal Kyogre boosts Water-, Electric- and Bug-type attacks and Pokémon.
