Shadow Flygon's problem is not just mediocre stats. It's that this Pokémon is widely outclassed by two other Dragon/Ground types, one a Pseudo Legendary and the other a Legendary, with both Pokémon also boasting Mega Evolutions to boot.
Keeping aside the Megas, even base Garchomp is stronger than Shadow Flygon by miles, with both even having the same Ground-type moves. You're any day better off using Garchomp in both ⚔️ Raids and 🛡️ Gyms, although the double weakness to Ice is a concern.

🔵 Great League
Ground and Dragon are both good offensive types, making Shadow Flygon pretty good in this format, especially with its spammy moveset that can trouble even the most seasoned players. While it does enjoy a bunch of interesting wins (Shadow Quagsire, Swampert, Gourgeist Super, and Galarian Moltres), it loses most of its matchups.
The silver lining is that even in losing matchups, Shadow Flygon makes an impact with its DEF debuffs and/or shield baits. Keep in mind that Shadow Vibrava is a bit better for this format.
🟡 Ultra League
With a slew of impressive wins against the likes of Giratina Altered, Kommo-o, Lickilicky, Guzzlord, Shadow Dusknoir, Greninja, and Feraligatr, Shadow Flygon is at its best in the Ultra League. More than straight wins, what makes Shadow Flygon deadly in these battles is its ability to debuff the opponent’s DEF or burn their shields, thereby functioning in a supportive role in teams.
While Shadow Flygon is definitely usable, it should be known that Zygarde Complete is the supreme Dragon/Ground Pokémon for PvP. So if you have that, just go with it, otherwise build a team where the other two Pokémon do the weightlifting while Shadow Flygon offers support.

Shadow Flygon cannot hold its own against the titans of the Master League, which includes the powerful Zygarde Complete and Garchomp, two stronger options.

However, these bonuses do not stack if there are multiple Mega-Evolved Pokémon battling simultaneously; only the higher boost will be applied.
Mega and Primal Catch Bonus –While a Pokémon is Mega-Evolved, additional XP and Candy is granted when catching a Pokémon that shares a type with it, or for any raid boss caught. These do not stack with each other. Additionally, High and Max Level Mega-Evolved Pokémon grant an increased chance to obtain Candy XL when catching a Pokémon that shares a type with it.
