An ATK stat of 207 may not be too high as such, but it's still good enough for usage in Tier 1 Raids. Shadow Primeape's DPS is very close to that of Galarian Zapdos, and marginally behind Hariyama.
Its bulk, however, is a different story as both DEF and HP are underwhelming. With the Shadow nerf, defending a Gym becomes more of a challenge.

🔵 Great League
Shadow Primeape is among the top Fighting types in the Great League, flexing a remarkable performance with its diverse moveset. Rage Fist is its main weapon, giving it wide coverage and guaranteed ATK buffs on every use. This, along with Ice Punch (another cheap move with superb coverage as well) make Shadow Primeape a dangerous spammer, especially with Karate Chop farming energy in no time.
This combination is powerful enough to break through Shadow Drapion, Fearow, Shadow Annihilape (👀), Shelgon, Gourgeist Super, and Shadow Talonflame among others.
However, note that both Karate Chop and Rage Fist require Elite TMs, which are technically worth it, but bear in mind that its own evolution, Shadow Annihilape, and Shadow Machamp are the stronger Fighters in this format.
Shadow Primeape’s win column gets narrower when there are no shields around, since its moves aren't the hardest hitters. Needless to say, by the nature of its moveset, Shadow Primeape is a red alert threat in (2-2), spamming Rage Fist and boosting Karate Chop enough to beat take down Azumarill.
🟡 Ultra League
The gap between Shadow Primeape and Shadow Annihilape is larger in the Ultra League, with the latter requiring no Elite Fast TM and delivering a far superior performance. It cannot beat many of the Pokémon you'd expect it to get wins against, such as Cradily, Lapras, Empoleon, Lickilicky, and Cobalion.
It's genuinely bad in (0-0) shields, barely managing any wins, and while it flops the script in (2-2), turning into a demon in this scenario and destroying more than half of the meta, its reliance on this one scenario can spell trouble for your GBL prospects.

The Master League is a long shot for poor Shadow Primeape. Don't even think of bringing it to these battles!
