With a massive jump in its ATK stat from regular Skarmory, Mega Skarmory with 273 ATK is definitely viable in Pokémon GO Raids.
While it's quite obvious that its damage output won't take it to the heights set by the Crowned Dogs and Dusk Mane Necrozma (Steel) and Mega Rayquaza and Shadow Toucannon (Flying), the performance is undoubtedly good enough for usage in Tier 3 and even Tier 5, Mega, and Shadow Raids in some cases.
Let's find out how it fares in both its typings.
⚙️ As a Steel type
Mega Skarmory's DPS output as a Steel type is almost the same as regular Dialga. What really pulls it back is the fact that the Flying subtyping makes this Pokémon take neutral damage from Ice and Rock type offense, two types that Steel counters.
Moreover, another new Mega Evolution from Pokémon Legends: Z-A, Mega Excadrill is strictly better in Raids, dealing an appreciable 16.7% more damage than Mega Skarmory.
Honestly, you're better off using stronger Steel types that not only inflict higher damage figures, but also perform better defensively (one of the defining traits of Steel Pokémon).
🪽 As a Flying type
Mega Skarmory not only deals more damage with its Flying-type attacks, but its typing also makes it a better attacker in this meta.
As a Steel/Flying type, Mega Skarmory heavily resists Bug and Grass, two Raid Bosses that Flying Pokémon counter.
Note that Flying is one of the weirdest types in Pokémon GO given that the top Pokémon is one of the best in the game (Mega Rayquaza) and many top stat Pokémon lack a Flying Fast/Charged Attack (Mega Salamence and Mega Charizard Y). As a result, most of the top DPS standings are taken by Shadow Pokémon, notably of regional Birds.
So, with Mega Skarmory boasting excellent resistance to Bug and Grass, having high DEF, and being a Mega Evolution that boosts the damage of fellow Flying-type attackers, this is actually a very functional Pokémon! Definitely worth adding to your squad of six against Bug and Grass Raid Bosses, although strong Fire/Flying types like Mega Charizard Y, Shadow Moltres, and Shadow Ho-Oh are ultimately more powerful.
⭐ Is Mega Skarmory future proof?
While it's outclassed in power in both its typings, it is considerably cheaper to power up than the many Legendary and Shadow Pokémon in the Flying-type DPS standings. So it's a budget-friendly alternative that does quite well against Bug and Grass Raid Bosses.

Mega and Primal Raid Bonus –Mega Pokémon boost the attack power of all other Pokémon when battling in Raid Battles by 10%. Attacks that share their type with the Mega Pokémon's type(s) receive a 30% boost. However, these bonuses do not stack if there are multiple Mega-Evolved Pokémon battling simultaneously; only the higher boost will be applied.
Mega and Primal Catch Bonus –While a Pokémon is Mega-Evolved, additional XP and Candy is granted when catching a Pokémon that shares a type with it, or for any raid boss caught. These do not stack with each other. Additionally, High and Max Level Mega-Evolved Pokémon grant an increased chance to obtain Candy XL when catching a Pokémon that shares a type with it.
Note on Primal Kyogre, Primal Groudon, and Mega Rayquaza- Primal Kyogre boosts Water-, Electric- and Bug-type attacks and Pokémon.
- Primal Groudon boosts Fire-, Grass- and Ground-type attacks and Pokémon.
