An ATK stat of only 148 makes it quite obvious that Skarmory has no use in Raids. Of course, with a Mega Evolution, you can at least end up getting some viability out of this Pokémon so keep a Hundo for that. Coming to Gym defense, a decent DEF and 10 resistances make it usable in this meta, even though it's not top tier in this role.

🧸 Little Cup
A level 9 Skarmory is actually a good fit in the Little League meta, with the Pokémon's high DEF and various resistances helping it carve a niche for itself.
This niche is that Skarmory is arguably the best safe switch-in in this format, especially against the always present Bug, Grass, and Poison types.
More importantly, Skarmory is a beast in the (0-0) shield scenario, easily beating well more than half the meta (including bulky threats like Umbreon, Chansey, and Seel).
Skarmory is always going to be a force to be reckoned with, no matter how seasoned your opponent is, so definitely give this Pokémon a shot!
🔵 Great League
Once again, Skarmory's supreme resistance to Bug, Grass, and Poison type attacks is its biggest strength, establishing it as a remarkable switch-in. Thanks to Brave Bird, it is also an efficient closer.
With such flexibility, Skarmory often adopts a supportive role wherein it may not score any KOs, but is instrumental in helping you bag the win.
While Skarmory usually has a difficult time against Water types, do keep in mind that it can beat Azumarill, a trait that helps it be the biggest nemesis against popular Great League teams revolving around Azumarill and a Grass type.
🟡 Ultra League
With a max CP of 2383, Skarmory loses some of its sheen in the Ultra League. Still, it cannot be ruled out that Skarmory's vintage strength of resisting Bug, Grass, and Poison does come in handy.
Note that unlike the lower PvP Leagues, using Skarmory is sort of risky here as you're bound to face more Pokémon with coverage moves, especially those that can take down this Pokémon. You're strongly advised to stick with Skarmory in the Little and Great League.

Mega and Primal Raid Bonus –Mega Pokémon boost the attack power of all other Pokémon when battling in Raid Battles by 10%. Attacks that share their type with the Mega Pokémon's type(s) receive a 30% boost. However, these bonuses do not stack if there are multiple Mega-Evolved Pokémon battling simultaneously; only the higher boost will be applied.
Mega and Primal Catch Bonus –While a Pokémon is Mega-Evolved, additional XP and Candy is granted when catching a Pokémon that shares a type with it, or for any raid boss caught. These do not stack with each other. Additionally, High and Max Level Mega-Evolved Pokémon grant an increased chance to obtain Candy XL when catching a Pokémon that shares a type with it.
Note on Primal Kyogre, Primal Groudon, and Mega Rayquaza- Primal Kyogre boosts Water-, Electric- and Bug-type attacks and Pokémon.
