The gain in ATK from the Shadow boost isn't enough to push Shadow Forretress to PvE usage. You're still better off using regular Scizor and Genesect.
In 🛡️ Gyms, you should rather use Forretress for the higher bulk, but either way, they get melted by any decent Fire-type attacker.

🔵 Great League
Forretress and its Shadow are sidegrades when you consider how they perform with shields around. In the (1-1), Shadow Forretress loses key matchups like Aegislash, Shadow Feraligatr, Shadow Sableye, and Furret, while gaining Sableye and Malamar. However, as a lead in (2-2), Shadow Forretress is clearly better, beating Galarian Corsola, Cradily, Shadow Swampert, and even regular Forretress. As a closer, neither Forretress forms are too good, but the Shadow can bear Feraligatr, Empoleon, and Florges, while losing to Galarian Moltres, Shadow Politoed, and Shadow Annihilape.
Overall, the Shadow is more diverse in its win profile, so stick with it if you have one with ideal Great League IVs.
🟡 Ultra League
With a max CP of 2580, a Shadow Forretress is a heavy Candy XL investment at Level 48.5 and a picture perfect 2500 CP, but is it worth the extra investment compared to the regular version?
Yes, but the difference isn't too much. As a lead, Shadow Forretress beats Giratina Altered, Greninja, Cradily, Malamar, and Shadow Ampharos, while losing regular Ampharos, Guzzlord, and Primeape. Shadow Forretress also beats Steelix and Jellicent in the (1-1) but has to give up Shadow Drapion, Regidrago, Malamar, and Ampharos. Of course, Shadow Forretress is hardly any different from the regular in the (0-0), with both not being so impressive in this position.
For such a heavy investment, you can still stick with the regular variant if you don't have too many resources. The Shadow has obvious advantages in the Great League, but the choice is difficult in the Ultra League, with both having bragging rights.
If you can't make up your mind, the win over Giratina Altered in the (0-0) is reasonable motivation for preferring Shadow Forretress, as long as you ensure you have something good as a closer.
