      Recommended moves

      Shadow Kyogre is and will always be one of the strongest Water types in Pokémon GO, but its dominance will be challenged not just by Primal Kyogre, but also the Mega Evolutions of two starters. Legends: Z-A introduced Mega Greninja and Mega Feraligatr, both of which surpass Shadow Kyogre in damage numbers and survivability in Raids. Greninja and Feraligatr are cheap to max out and even unlock a second Charged Attack. In comparison, Shadow Kyogre is a real pain to power up.

      Honestly, the only edge Shadow Kyogre gets over the starters is access to Avalanche. In fact, Avalanche Shadow Kyogre competes with Ice Beam Mega Feraligatr in an Ice-type attacker role, but unlike the Water type comparison, Shadow Kyogre is the better pick here.

      Shadow Kyogre is just not good and worthwhile in this format.

      🟣 Master League

      With a hard-hitting Waterfall amplified in damage output via the Shadow bonus, the powerful Origin Pulse, and fantastic coverage from Avalanche, Shadow Kyogre is a powerful addition to the Master League meta. However, while it is certainly good, Kyogre is a relatively slow attacker with Waterfall's 3.33 EPT (Energy Per Turn). So, the loss of bulk from the Shadow effects hurts it a bit, with Shadow Kyogre losing matchups like Dragon Tail Groudon, Marshadow, Tyranitar, Zacian Hero, and Crowned Shield Zamazenta (all beaten by regular Kyogre). Of course, it beats Eternatus and Reshiram, but it is overall a downgrade.

      In (2-2) shields, Shadow Kyogre beats Lugia and Tyranitar (but loses Yveltal, Crowned Shield Zamazenta, and Zygarde Complete), making it a little underwhelming again. Finally, with no shields around, it loses Xerneas, Reshiram, and Dusk Mane Necrozma, making it quite obvious that Shadow Kyogre is inferior to the regular variant.
