      Shadow Kyogre is a straight upgrade from the regular, non-Shadow Kyogre. The most important bits are still the same:

      • Waterfall and Origin Pulse are the best moves. If available, use an Elite TM for Origin Pulse.
      • Surf is not bad either, and Shadow Kyogre with Surf is the third best Water-type attacker in the game, and it doesn't require a Mega Evolution to be viable.

      Shadow Kyogre has little to no downsides compared to regular Kyogre.
