Recommended moves
Milotic has always been a bulk inclined Pokémon and as such, its damage output isn't high enough to give it a spot in the Water-type PvE meta.
It's not entirely bad per se, and can be used as a budget Water Pokémon, but remember that there are plenty of better options.
⚔️ Raids
If you don't have a Mega or Legendary set, or even the Hydro Cannon wielding starters, use Gyarados instead.
🛡️ Gyms
Milotic is quite bulky, and has moves that deal with Gym attackers successfully. Access to Dragon Tail and Blizzard takes Dragon and Grass (which Milotic is weak to) attackers by surprise, stalling them.
💎 The best PvE moves for Milotic are Waterfall and Surf, although you should go with Dragon Tail and Blizzard for Gym defense.

🔵 Great League
You get just a handful of wins because of Milotic’s sluggish moveset and average damage. Water is also a predominant type in PvP, and there are a host of other Pokémon to choose from.
🟡 Ultra League
With less restriction on its CP, Milotic is better in the Ultra League, bagging wins against Shadow Dragonite, Guzzlord, Lapras, Blastoise, and a few Fire types. There's nothing impressive about it and again, you have so many Water Pokémon options.
🟣 Master League
Milotic was once known as a spicy pick in the Master League thanks to Dragon Tail's high damage output. Despite lacking STAB or a high ATK, this bulky Pokémon punished Dragons by not taking super-effective damage in return and general coverage.
Now, Dragon Tail has lost its sheen due to the nerf in the Tales of Transformation Season, pulling back Milotic from whatever potential it had.

Mega and Primal Catch Bonus –While a Pokémon is Mega-Evolved, additional XP and Candy is granted when catching a Pokémon that shares a type with it, or for any raid boss caught. These do not stack with each other. Additionally, High and Max Level Mega-Evolved Pokémon grant an increased chance to obtain Candy XL when catching a Pokémon that shares a type with it.
Note on Primal Kyogre, Primal Groudon, and Mega Rayquaza- Primal Kyogre boosts Water-, Electric- and Bug-type attacks and Pokémon.
