Hydrapple is a heavy investment in Pokémon GO, considering the rigorous evolution requirements. Unfortunately, all that time and effort doesn't bring any returns as such, with this Grass/Dragon Pokémon not being viable in either of its typings.
It is somewhat functional as a Dragon type due to its low but useful ATK but that's only when you want to use it in easy battles like weakened Gyms or lower tier Raids, but ultimately, it's an interesting Pokédex addition with some degree of viability.
⚔️ Raids
Hydrapple is heavily outclassed both as a Grass and Dragon type attacker. It is decent in the Dragon-type role and can improve if its signature move Fickle Beam ends up getting good stats. However, even that wouldn't help Hydrapple compete with Pseudo Legendaries like Dragonite and Garchomp unless it's way too overpowered.
There's also a Grass-type move called Syrup Bomb that can possibly improve its prospects, and quite honestly, if done right, Syrup Bomb could make Hydrapple a pretty good Grass Pokémon.
At the time of its release, Hydrapple is similar to Serperior, and is better than Meganium, Victreebel, and Lilligant. As a Dragon type, it is similar to Tyrantrum, and Pokémon like Baxcalibur and Giratina Origin are better.

Even though it is bulky, the Grass/Dragon typing hands it six weaknesses, including a double weakness to Ice. As such, it isn't a dependable Gym defender.

Hydrapple’s Grass/Dragon typing comes in handy when you consider its resistance to Ground, and double resistances to Grass, Water, and Electric. Naturally, this gets its wins against Blastoise, Gastrodon, Feraligatr, Stunfisk, Diggersby, Steelix, Morpeko, and Charjabug. At the same time, it is unable to beat the dreaded Azumarill, the menace called Empoleon, and classic Ice wielding Lapras and Dewgong.
Hydrapple ends up being less of a threat than Flapple, which itself isn't too viable in the first place! Overall, this Pokémon is a disappointment in the Great League.
🟡 Ultra League
No surprises here again as Hydrapple has advantages against the expected crowd of Water and Ground types, while also beating Lapras, Nidoqueen, and Armored Mewtwo. In fact, it performs less impressively than its Grass/Dragon peers Flapple and Alolan Exeggutor. Not a good look at all for Hydrapple.
🟣 Master League
The Master League is filled with bigger and stronger Dragons as well as oppressive Fairies, all of which Hydrapple stands no chance against. It does grab some expected wins against Kyogre, Rhyperior, and Landorus Therian, and some nice ones against Black Kyurem and Zekrom. It's overall very underwhelming still, and not a Pokémon you should opt for if you're looking to increase your chances of winning in this format.

Mega and Primal Raid Bonus –Mega Pokémon boost the attack power of all other Pokémon when battling in Raid Battles by 10%. Attacks that share their type with the Mega Pokémon's type(s) receive a 30% boost. However, these bonuses do not stack if there are multiple Mega-Evolved Pokémon battling simultaneously; only the higher boost will be applied.
Mega and Primal Catch Bonus –While a Pokémon is Mega-Evolved, additional XP and Candy is granted when catching a Pokémon that shares a type with it, or for any raid boss caught. These do not stack with each other. Additionally, High and Max Level Mega-Evolved Pokémon grant an increased chance to obtain Candy XL when catching a Pokémon that shares a type with it.
Note on Primal Kyogre, Primal Groudon, and Mega Rayquaza- Primal Kyogre boosts Water-, Electric- and Bug-type attacks and Pokémon.
