Celesteela has the most balanced stats among all Ultra Beasts, but these numbers lean more towards bulk than offense. As such, Celesteela winds up being an unviable Raid attacker, more obvious from the fact that this Steel/Flying type lacks a Steel-type Fast Attack and a Flying-type Charged Attack.
Due to this inconsistency in moves, Celesteela can't be used as an attacker in either of its types. Moreover, with Legendaries unusable in Gyms, Celesteela can't even take advantage of its bulk, leaving this Ultra Beast a complete miss for PvE.

🔵 Great League
The thought of running Celesteela in the Great League immediately brings Skarmory to mind. While Skarmory is mostly preferred due to its stronger moveset and successful matchups, Celesteela is no slouch as its bulk and access to Smack Down make it quite usable in the Great League.
In fact, it beats several Pokémon Skarmory can't such as Azumarill, Togekiss, Shadow Swampert, Medicham, and Malamar. Additionally, it is also able to take out Lumineon, Fearow, and Shadow Galarian Weezing.
At the end of the day, you can run Celesteela to add some spice to your team but if you have a Skarmory built for the Great League, it should be the obvious choice.

Celesteela’s PvP viability is unfortunately limited to the Great League as the increased power levels of the Ultra League and a wider presence of opponents it is weak to, make this Ultra Beast extremely disappointing out here, with a small win column.

Mega and Primal Catch Bonus –While a Pokémon is Mega-Evolved, additional XP and Candy is granted when catching a Pokémon that shares a type with it, or for any raid boss caught. These do not stack with each other. Additionally, High and Max Level Mega-Evolved Pokémon grant an increased chance to obtain Candy XL when catching a Pokémon that shares a type with it.
Note on Primal Kyogre, Primal Groudon, and Mega Rayquaza- Primal Kyogre boosts Water-, Electric- and Bug-type attacks and Pokémon.
