Ice is one of those types where Megas don't really leave a mark. This isn't surprising when you take into account that Mega Glalie, the higher DPS Mega Evolution, does lesser damage than even non-Shadow, non-Legendary Pokémon like Baxcalibur. Mega Glalie can be approximated to be roughly on par with Mamoswine (base, not Shadow).
With the introduction of White Kyurem and Black Kyurem, the evergreen dominance of Shadow Mamoswine, and chilling competition like Galarian Darmanitan (Zen Mode) and Chien-Pao, Mega Glalie is a lost case when picking counters for raids where Ice is super-effective.
In the popular raids where the boss (usually a Dragon) is double weak to Ice, Mega Glalie surging the Ice damage dealt by the team certainly helps, but that's all you can expect from this subpar Ice type and Mega Evolution alike.
📈 Should you max out Mega Glalie?
Absolutely not. Ice is an excellent attacking type, and you have several Pokémon like White Kyurem, Black Kyurem, Shadow Mamoswine, Galarian Darmanitan, and even Baxcalibur to think about investing time and Stardust in, and derive more usefulness than Mega Glalie can ever provide.

However, these bonuses do not stack if there are multiple Mega-Evolved Pokémon battling simultaneously; only the higher boost will be applied.
Mega and Primal Catch Bonus –While a Pokémon is Mega-Evolved, additional XP and Candy is granted when catching a Pokémon that shares a type with it, or for any raid boss caught. These do not stack with each other. Additionally, High and Max Level Mega-Evolved Pokémon grant an increased chance to obtain Candy XL when catching a Pokémon that shares a type with it.
Note on Primal Kyogre, Primal Groudon, and Mega Rayquaza- Primal Kyogre boosts Water-, Electric- and Bug-type attacks and Pokémon.
