Keldeo Ordinary is an excellent Fighting type in Pokémon GO, although it falls short of a few peers in damage output. In fact, fellow Swords of Justice Pokémon, Terrakion, edges out Keldeo Ordinary Forme in performance. Still, with Fighting types as one of the most useful attackers in the meta, being super-effective against five types (Dark, Ice, Normal, Rock, and Steel), Keldeo Ordinary Forme is definitely a worthy addition to your squad.
Without a Water-type Fast Move, Keldeo doesn't make a mark in the Water-type department.
⚔️ Raids
Keldeo Ordinary Forme’s standing in the Fighting-type meta is behind Terrakion as well as Aura Mega Latios (even without Fighting STAB). Megas of Lucario (including the base form), Blaziken, and Heracross take the lead in damage figures but most importantly, Keldeo Resolute Forme is among the top Fighting Pokémon in the game, leaving the Ordinary Forme underwhelming to a great extent.
That said, the Water subtyping hands Keldeo additional resistances compared to a mono Fighting Pokémon, giving it a slight advantage.

Aside from having its stats restricted in the Ultra League's CP limitations, Keldeo performs very poorly in this format owing to its various exploitable weaknesses.
🟣 Master League
Keldeo is a mess in the Master League, finding it difficult to break through most opponents due to their sheer power levels. It is unable to dish out enough damage to take out the various powerhouses found at this level, managing just a few wins such as Melmetal, Zamazenta Crowned Shield, Xerneas, Primarina, and Landorus Therian.
Basically, it's a very unreliable Pokémon that you can't count on for getting wins. A strong moveset, especially a better Fast Move, would make Keldeo a lot better in PvP but unfortunately, it is best left unused.
